Will the rim/tire weights affect the car?

The weights are to balance the entire wheel/tire assembly, they won't be perfectly balanced without them. All cars have them if the tires were installed professionally.

If your tire is out of balance you will feel a vibration that will get worse as your speed increases. It would not make much (if any) noise though, so my guess is that tire isn't perfectly round, either it has a flat spot or was worn unevenly. One of the reasons I've never purchased used tires.

The problem is your tires, not the wheels or the wheel weights. Wheel weights have absolutely nothing to do with noise level. You simply have purchase tires which are of poor quality or have uneven wear, or both.

Balance weights will not create wind noise.

Those small weight are use to balance the tire/wheel combination. Most wheels are fairly well balanced from the factory, but the rubber tires can easily have heavy spots inside the plies. The small weights help smooth-out the spinning of the tire.

I was wondering if the little weights on your rims will make noise or affect my car. I noticed that my front right tire has 2 weights on it and my other 3 tires only have 1. I just got sum used tires put on and ever since then I hear a noise. Its a repeating sound and it sounds like it's coming from the front tire with the 2 weights on it. Or could it be a bad tire with messed up treads?
