Erm, removing ANY EGR system, including the CAT is a federal crime on any and all vehicle built after 1986. Heck, you cant even install an engine into a vehicle that is older then the original chassis.
Get caught and if they are *******, you are talking about a $10,000 fine plus you get a possible guest pass to one of their lovely hotels, surround by fences.
Not only that but you can never take it back into another shop without it being towed there and out of there. No shop owner would take a chance and get fined or lose their shop over a car that has its EGR system tampered with.
That being said, it will NOT pass without a catallytic (sic) converter. Even if you passed the emission test (which without the cat, you be hard press to pass) you would still fail because you do not have a catalytic converter.
Ask any state inspection station or dealer of the car IF your car requires a converter for state inspection. In NY, a car 25 years old or older is considered a Classic and does NOT require a catalytic converter.
Probably not. Move to a free state. My son recently replaced the exhaust on his vehicle. Removed the CAT, DPF and went from 4" to 5" He did delete the intake throttle plate. He hasn't had time to remove the EGR yet. We don't have emission inspections in the state that we live in. It went from 14 to 23 mpg with a tuner.
Unleaded gas has been required on all cars since 1974 - and unleaded required a converter.......I've heard of older cars so perfectly tuned and in such good condition that they pass a tailpipe test . . . but a visual inspection will show your car has been tampered with if it is newer than 1973.
