Why would a car not start with jumper cables?

A bad connection.

A dead starter motor.

Some other fault in current flow.

Some vehicles I have found you need to use a battery charger on to start.

Inspect the AWG number on the insulation of the jumper cables. The higher the AWG number the smaller the electrical conductor inside the cable, thus higher electrical resistance. These types of inexpensive cables have weak alligator clamps which can't grip the battery posts tight enough.

The best battery cables will have a 2 or 4 AWG number on the outside cable insulation. The shorter the cables the better.

Battery is no good.
