The filler pipe has a breather tube to let the air out as you fill up. This is how the pump knows to stop if you fill to the brim. At a guess it is blocked so the pump is thinking the tank is full to the Max

Because there is a paper towel lodged in the tank.
You need to get the paper towel out of the tank or it will block the fuel line.
