If you set the temperature too low than the house may reach that temperature. You didn't say what temp you have it set at so it's hard to say. If you have set to say 50 degrees the house will probably never get that cool.

set it at 76 and see if it works better

If everything if working fine you must have too small of an air conditioner for your house.

You probably have a 110 wattage a/c and you need a 220 wattage a/c.

I've had techs come out and tell me the air is working fine, freon levels are good coil is clean as well as outside unit. Blows cool air but house never gets to temperature set even if its set at 74 on a 80 degree day.
