The blue lights you see in old POS civics and cobalts are generally pure blue to almost purple, which is 6000k-10,000K and those cars dont even have projector assemblies, theyre all reflector style. So, in addition to producing less usable light (less lumens), having a significantly harder color to see (blue and purple is the hardest light for our eyes to process so we have added eyestrain and less usable light), AND the reflectors arent built for xenons, theyre aligned for the light pattern that comes from halogen bulbs, thus more glare.
Blue headlights (xenon,krypton,helium and others) first came out on high-priced European makes: Mercedes, BMW, AUDI, etc. They actually are brighter than conventional beams.
"No One Ever Lost Money Underestimating the Intelligence of the Masses": so, suppliers quickly came out with blue tinted bulbs for conventional lamps, so those who are all show/no go could play the role on the cheap. They don't illuminate any better (maybe not as good as) conventional lamps. To use the true blue super lights, the wiring has to be modified.
pass is half right. you have to replace the whole lens assembly with the proper lamps. some of them even use a ballast like fluorescent lights the whole refractory system is focused towards the particular lamp used

The multiple lights and driving lights, and having a few sets on each car should require aiming them.
