Why are my brake rotors slimy?

My front brake rotors are covered in rusty looking oil or fluid; the brake pedal requires a lot of pressure to slow the vehicle down.

Bet the brake pads are paper thin and the caliper pistons are out too far. That leads to brake fluid leaking and loss of brakes. Going to have a mechanic fix it or just drive until you blow through a red light?

Brake fluid is leaking onto the rotors. Get them serviced asap.

Car, Truck, Bike, Boat, Horse and Buggy???

Generically speaking, my GUESS would be a seized caliper (or 2,3,4) coupled with a brake fluid leak.

Is the Brake Fluid low?

Its normal for rotors to accumulate some surface rust after sitting a while. A hard brake pedal can be caused by a malfunctioning brake booster
