Seatbelt tears CANNOT be fixed. You must replace the belt. A cut will not be covered by warranty. Your only option is to buy a new one, or get one in good condition from a junk yard.
Unless the mechanism damaged the belt, you need to buy a new one. They sell them in pairs. There may be a set in the salvage yard. Putting in a seat belt is pretty easy as long as you have tools.
Remember this seat belt is there to save someone's life; replace it.
I would take it to the dealer as if you have had no one back there it was like that when you brought it
You do not repair them you replace them with a new one.
