I assume you mean when you buy a car, you pay either sales or use tax. The mileage is listed on the title & is recorded when the vehicle changes ownership - when you title & register it...

Nothing to do with tax. Mot stations will record all vehicles displayed mileages when being tested. This is now recorded and will show last few years mileages at each test.

This is to try and stop mileage figures being deleted as modern cars are even easier to cheat than older cars.

Thus reducing fraud . It's not uncommon for example to have a jaguar or range rover that does say 20.000 a year every year suddenly having it mileage drop to only 30 k rather than the 60k when being sold. This adds thousands to resale value.

Since an mot will now catch this out ..the newer cars that cover high distances are now getting reset before each service.
