That suggests the power steering pump.

With both, I'd look for a belt tensioner on that drive belt. A bad tensioner could make either symptom happen.

Belts for the P/S and AC are 2 separate belts.After installing new belts they should be run a couple of hours then recheck their tightness.Belts need to seat in the pulley grooves.It is possible that the AC clutch is worn which makes a scraping noise.A water pump bearing noise will change subject to the load put on it.Lisle tools makes a stethoscope which may be helpful in locating the noise.Cost is around $18.00.
Could be the belts, could be the bearings in the belt pulleys, could be the alternator bearings, but it also could be the pulleys for the timing belt. You may do damage to your motor if the timing belt pulleys are beginning to seize so your best bet is to have a mechanic use a stethoscope to locate where the noise is coming from. Leave it overnight if it only makes the noise on cold start up.

Toyota Avalon 2003. We had this problem before where my Dad and I exchanged the belt. That fix only lasted about a week. It's been a couple of years and (of course) it didn't exactly get any better.
On cold crank is when you can hear the noise.
Other observations:
Often if the wheels are aligned straight before start, there is no noise.
