Sensors on late model cars let you know that your pads need replacing. If one is grinding, I would suggest that it has well and truly gone past its change interval.
Not sensor. Worn out pad, rotor, bad caliper or any combination. DERP DE DERP!

Major brake job ahead of you. The sensor just tells you that the pads are worn to the point where they need replacement. Grinding means the owner has gone too far and you're looking at a complete brake job with new rotors. Read this article on what it means when a seller says, "It just needs this..."

Vw, audi, bmw etc have sensor on brake pads. However, that would not cause the brake to lock up. Sounds like a seized caliper. Id pass and keep looking!
Not a sensor. Brake pads are metal to metal w/ rotor. Douchebag is trying to sell a car.
