If you wanna test the neutral safety switch,disconnect its wiring harness and insert a 5 amp fuse (blade type)into the wiring harness terminals and then try starting the vehicle.If it starts up instantly,the neutral safety switch is defective.Lights don't use very much battery power so the battery could be low on charge and the lights will still work.The battery needs to produce a minimum output voltage of 9.7 volts while cranking the engine over,so disable the ignition system,touch the meter probes on the positive and neg battery posts,then let someone crank the engine over.If voltage output is less than 9.6 volts,the battery doesn't have enough reserve capacity for starting.The battery needs to be recharged overnight on a trickle charger.A battery should have 12.6 volts or higher if its fully charged.A battery that's too low on charge cannot be recharged by the alternater,it has to be put on a charger.Use a voltmeter to test the battery and its cables.Test the battery ground circuit

This starter in this van is energized by a small relay in the power box under the hood. The computer checks with the transmission to make sure it's in neutral or park before it grounds the control coil in the relay. First check the fuse to the starter relay. If that's good and you know how to do diagnostics, yank the relay and check for ground on the control coil while someone turns the key to start. If there's no ground, then you can suspect a neutral switch problem.

HOWEVER, these vans are known for corrosion inside the Integrated Power Module under the hood. And once they start corroding, they're toast. You have to replace the entire IPM.

The starter probably went bad.

Doesnt take much power to turn on the lights, sure it isnt the battery or cableS?

The van is a 2003 Chrysler mini-van, six cylinder. The car drove fine this morning, hasn't quit before, but we turned if off this afternoon and went to start it again about an hour and a half later and it was completely dead, not a sound. After about twenty minutes of trying it started a few times and then quit again. I've got no idea at this point what's going on. Seems not to be the engine, and the battery is fine because all the lights and the radio still work, any ideas?
