Yep, sucking too much air and leaning out the fuel/air mix too much, like trying to start a choke-start motor with no choke - try starting fluid until you get it fixed.
If you "seen it" why not repair it properly.

There is a bad joint or insert to where the vacuum line off the motor goes and into the brake booster. I seen it had been taped and I can hear it leaking. I know I should replace it. I just want to know if that's what the problem is.
