Its an exhaust flex pipe like Jay said. I believe it before the cats so unless you want sweet noxious fumes and codes galore I wouldn't cut it. Also from what I have seen on various Nissan forums you just need to tighten the bolts down to fix it.
It's the flex pipe.. Cutting it off and replacing with a straight pipe would fix the problem although may lead to other issues, as the exhaust is designed to flex at that point.

This part under my car that i just bought is rattling whenever i press the gas. It is rusted off on one side but is still attached on the other. The car is a 2001 nissan maxima and i have no warranty so I was wondering if it would be safe to cut this off. Thank you!
