It's the pad behind the steering wheel, in between it and the column.
Something is loose enough for the plastic to scrape as you turn the wheel.
Put something thin enough to spread the area apart and try turning the wheel and see if it goes away.
You can try tightening screws on all the plastic pieces around the steering wheel and column.
Or squirt a very little bit of WD-40 in there.
check your power steering fluid and pump
difficult situation. lookup on to google or bing. that could help!

I have a 98 Camry, and I notice Everytime I turn the wheel to the right, it makes a whining noise.
The noise comes from inside the car, right beneath the steering wheel, NOT under the hood.
Not sure what this could be... I've checked steering fluid and it's full.
Any suggestions ?
