left windows open on Smart car got wet inside I tried to take a new battery in it but it still won't start

I would assume something that wasn't supposed to get wet got wet.

The only thing I can suggest is remove the lower trim and carpeting. Take as much out as you can and leave it out in the sun to dry out. Grab a shop ( wet ) vacuum and suck out as much water as you can. Disconnect any electrical connectors that you saw were wet and dry them out. The same goes for all relays and control units.

get a car that isn't the size of a single passenger seat and has more than 75hp

Bummer.

Not too smart to leave your windows open EVER.

Try a portable heater inside the car to dry it out.

OR

Get a smarter car.

they can make smart cars and smart phones, but smart people. thats still a way away.
