What you are describing is symptomatic of a malfunctioning carburetor. You may have fuel that is going stale and clogging the internal carburetor passages or sticking the valves. Fuel can go stale (turns into a varnish) in as little as 3 weeks.

I don't know what ya call it now bit the part that spins around and a plate that current passes from like a timing needs cleaned and adjusted. Use a little like 180 grit sand paper to clean adjust gap with a match book cover.
Darn still do not remember name but area that creates the spark or current.
I have also had problem like that we're the jet in the carburetor was plugged up, was not ver difficult to get the jet out end clean it, had like green stuff stuck in it, I used a torch clean to clean it and put back.
Some do have an automatic shut off if low on oil, you are full of oil?
You said it's a 'push mower' which would mean it won't start because there's no engine on it. It relies on a human to push it, which then activates the blades, which is how the grass is cut. Make up your mind...
Push mower won't start checked everything from gas oil flywheel key plug fuel line air filter etc. It gets gas the plug fires but won't start. It's a Briggs and Stratton with automatic choke no primer what else is there to do
