the sensor is in the back of the trans. yes, it is electronic but there are some issues that can be mechanical such as a worn out gear.
they're controlled by your speedometer cable.
you can try gently tugging on the speedometer cable underneath the ICP to see if that is even connected. if you have cruise control check under the hood then look at the transmission to make sure that all cables are connected
