it is an interference engine, period. i had a 90 civic and i did the belt and water pump my self. no problem after that. did you line up all of the marks on the pulleys when you did it? one tooth off can make for a nightmare. the belt that broke may have been a poor quality one, unfortunately.
Why didn't you take the car back to whoever replaced it? You have written conflucting things here.
Take the belt back to where you got it, and demand a new one. Maybe contact the belt manufacturer. Is the belt tensioner adjustable, or not adjustable?
I'm hoping you followed Honda's replacement procedure. I don't know what it is. It sounds like a defective belt.
I went looking for the remove & replace procedure, and found this site. Bad news for your engine. Probably valves are bent.

Maybe you need to have a talk with the replacement timing belt manufacturer. Interference engines can be ruined by a timing belt incident.
Faulty tensioner or the belt itself was faulty?

I own a 91 civic. 3 months ago I had a new timing belt installed. It broke last weekend, and I replaced it. Neither the water pump nor any pulleys were seized. the motor turns freely on the top end and bottom end. There are no abrasions, no cuts, no wear and tear on the belt. No warning signs were given before the belt snapped.
Why did the belt break?
