Unless it has the spark plugs in and it has high compression it would be hard to turn over, but with the spark plugs out it should not be hard to turn over.

Yes it could be just tight , hence the break in period of 500 miles small engine and 700 miles large engine with a recommended oil change to get the machine dust out .
put a torque wrench on the crank snout and see how much force it takes to rotate it
