IF it doesn't come off the hub, even though the bolts have been removed, try tapping the wheel from behind (In multiple places) to shock it loose.
If it rotates just a little it is probably because you have the parking brake on. However, having the tire spin while it is jacked up could possibly cause the tire to move so maybe it would be best to get the tire loose while it is on the ground and then jack it up to remove it.
if it,s front wheel drive the tire won,t spin unless it,s in neutral ! the car is jacked up, all lug nuts are off ? spray PB blaster around the center of the rim, turn the wheels and use a big hammer and pound outwards on the tire ! sounds like the rim is stuck on the hub !
The rim is corroded onto the hub. After removing the lug nuts hit the inside of the rim where the rubber tire seals with a 2 or 5 pound hammer. Beat it off. The transmission in neutral? If not you're feeling the little bit of play before the transmission keeps the tire from spinning in either direction. Put the transmission in neutral. Sure you can do a brake job properly?
Cant spin unless its in neutral. likely front wheel drive. needs to be chocked at other wheels.
lugnuts loosened before jacking up. use a jackstand. lugnuts are removed by turning them counterclockwise.

So I'm trying to change the brake pads on my car and I can't seem to get the front driver tire off. I've jacked it up enough so its off the ground but I also noticed that it doesn't spin freely, that is it will rotate just a little and seems to hit a stop in either direction.
Is there something I'm missing?
