the flasher should be a solid state and the faster means an electrical issue. turn on the hazards and walk around the whole vehicle and see if you can not find one that is not flashing. there is not really a difference between the 1156 and the 2056 light bulbs. even the resistance is very close if not identical. turn signals do not use a relay, ever.
The turn bulb for the Sebring calls for a # 1156 bulb, is this the number that you installed? If it is then, you most likely have a bad socket.
ya common with Chrysler. since it wasn't the bulb most likely its the relay
Still sounds like the bulb, make sure it is in and making good contact, see if it is the right bulb.
There's a relay that causes the light to blink. It should be in the fuse box. That relay is probably faulty.

In the front blinks really quickly. I changed the bulb and everything but it still isn't working. Any ideas?
