Could be any number of airflow issues, depending on your car. Also your AC could just be clogged which is making it draw more power than necessary. I would suggest cleaning your EGR valve at the minimum, changing your air filter, and having your AC recharged, as if it is clogged you can establish that during the recharge process, plus then you will have the can of coolant for the future.
You failed to mention year and model. Could be the IAC valve, or another sensor. Does the check engine light come on?
How did you even pass the written driver's test?
i would guess the idle is too low, the ac compressor may be bad and making excessive drag, the idle compensating mechanism may be defective, or its possible the fuel pump is wore out and barely keeping up ..
My guess....it needs a strong new battery. And have your alternator checked too.
