All the freon in the in the world will not make an AC system operate if the compressor is not functioning properly. Make sure you compressor clutch is engaging. By looking at the front of the compressor you should be able to see it engage when turning your AC on.
Listen to hear if the compressor kicks on. You can hear it if it does. If not your compressor is bad. If you can hear it kick in, then your condenser is probably bad. Check to make sure everything is plugged into your wiring harness. These are the major things it could be if not the freon.
