I'm not to certain on the rear lights, but for headlights I would think so yes. In most places, the cops or police wont like it either. You can get smoked rear lights, which are legal. However, you dont want to go to dark otherwise you'll draw to much attention and your lights wont be greatly visible.

It is illegal in ALL states to have blacked out headlights or blacked out taillights.

Technically it is illegal to change the headlights or taillights in any way from the manner in which the manufacturer originally sold teh vehicle, including changing to a different spec bulb.

Cops can, but usually don't, enforce these provisions. Just be aware that it gives them an excuse to pull you over and they can ticket you for the changes.

In MI and TN and IN, it is. Chances are in all states, unless it is just for a showcar. {still doesn't mean it's legal to drive on the road}
