No. No modifcation of any type is allowed in California... nothing. You can't even drill extra holes in the air cleaner, or put on any type of exhaust modification without going through a custom modification referee. They are very strict about all that.

You can not remove any required emissions equipment from a vehicle no matter what state you are in.

It is not "delete" it is "remove required equipment." When you use the proper description ("delete" is almost always applied to required equipment to hide the illegality of it) it becomes clear.
