I just replaced the belt tensioner on my car, because it made noise.
Your problem could be with one of the pulley bearings, or slipping belt.
The belt that you are seeing is the drive belt (Other names for that belt are: serpentine belt and accessory belt).
You can't see the timing belt. It's hid inside the engine and has a cover.
It moves slower because it is larger in diameter, but still fast for the human eyes.
First, you can't see the timing belt - It's inside the engine. The belt you can see is the serpentine or accessory belt. And the serpentine belt is either working or it's broken & laying on the ground. There is no inbetween condition. If the engine is running right, the belt has to be okay.
If the car runs, its fine. At least tot now. The belt runs at whatever rpm the engine doing. Make sure that its not something else. Takes a trained ear to identify a noise.
Hard to say. It depends on what you call "slow". To me, the belt on a Honda appears to run slowly but that is just a subjective analysis. If the belt is not moving at the proper speed though the car will not run. It will not even crank up.
