Yes it could but other reasons car could burn gas is it needs a front end alignment tires do not have correct air pressure egr valve or cat converter going out but usually have a check engine light one with those

the term tune up refers to an engine not running as it should. even a dirty air filter will affect fuel consumption. low inflated tyres. roof racks add drag using fuel as would an open window.

even sensor such as MAF deteriorate over time and get dirty.

the gas burnt by being run out of tune varies considerably depending on state of tune.
