Between the wheels, tires, and the modifications you'll need to avoid clearance issues, you will spend more than your car is worth. By a long shot. And when you're done you will have a car that is slower, rides worse, handles worse, and gets worse gas mileage. You will have to have a significant lift and you'll have to recalibrate your speedometer and odometer. You might think having bigger tires would make your car handle better, but not when you raise the center of gravity but a bunch.
My recommendation to you is don't - it's silly to spend thousands of dollars to make your car inferior in every way.

I have a mercury grand marquis year 2000 I want to put 26 inch rims but im not sure what I have to do to make them fit so I wont have a problem turning or scraping?
Also how much will the rims and everything else cost?
