heres what seems to be scratches of my paint on his car. If I pay out of pocket how much will his repairs cost me?

Plenty. Auto body and paint repair is not cheap. There's no way I'd let you near my vehicle with rubbing compound. The other party has the right to have their vehicle repaired professionally by the facility of their choice. Your responsibility is to pay the bill. Let your insurance handle it, it's why you pay them hundreds of dollars a year.

Before you pay hundreds to have your bumper resprayed try a can of light grade rubbing compound first to see if the scratches can be removed. Five bucks at any auto parts store.

Trying to settle this without your insurance company is like playing with fire. Plus, it's against the terms of your policy and can get you cancelled. Read this post on why it's such a bad idea.
