They are very light and wouldnt expect to get rid of them. Maybe just soften as I wouldnt want to tear up the clear coat, being a novice.

Any tips, techniques or don't bother?

try rubbing compound, available at most car part store, and a good wax job. I have taken care of some marks on my automobile with that.

i wouldnt sand unless the scuffs are deep and you need to take the finish down to even it up, because if you sand you need to polish it back out and overall its a tricky operation that may require a power polisher, the correct pad and the correct polish itself, typically there are 3 grades of polish .. but best thing to do for swirls and light scuffs is get some swirl remover polish like meguires and a soft rag and just work on it with that ...

Try rubbing it with a little mineral spirits (paint thinner) on a rag, should take it off without damaging the paint.

Take it to a body shop and ask how much a nice buffing job would be. You will screw it up, as you are talking about using sandpaper on black paint, wet or not.
