Well if it ain't runnin proper below 2K RPMs, there are 3 potential causes, lack of fuel, lack of air, lack of spark.

So as the engine is repeatedly turning over without firing, have someone else turn the key and smell the exhaust, or put your hand over the exhaust and smell your hand. Do you smell fuel? If you smell gas in the exhaust, you don't have a fuel flow issue, you have a spark issue.

You said you checked plugs, but did you also check wires, points and coil? I've had crappy running motors where changing plug wires along with the plugs seemed to be a miracle cure. Your mileage may vary.

I have a 1975 dodge powerwagon that has a 1969 318 industrial in it. The previous owner blew the engine, so he decided to pull a 318 from a 1969 case combine instead of putting in a truck engine. The truck runs fine after you speed up above 2000 rpm but runs really badly if you go slow or idle. The other problem is that is takes along time for it to fire when I try to start it. When I try to start it it will repeatedly turn over, but it won't fire. It acts like it's not getting fuel, but I just replaced the fuel pump, so I don't think it's that. After it fires I have to rev it a few times to keep it from stalling, but it stays alive. I know there's supposed to be a check valve to keep the gas from flowing back to the tank, but I thought that was in the fuel pump. It usually fires before the battery dies, but not always. As I said, it also runs badly when not above about 2000 rpm. It stalls and sometimes it will kinda jerk the truck forwards like its just barely staying alive. I have run a lot of seafoam through it, i have adjusted the air/fuel and the idle on the carb, and i have replaced the fuel pump. The spark plugs are good and it never floods. Any ideas? Also, it seems to run better when pulling my boat, would that make sense or not?
