yes they are TTY bolts. It's not impossible to reuse them but they will never have the exact amount of torque required.

No, you can use the old ones. You're not rebuilding the Space Shuttle.

You are supposed to replace them. I normally do.

IF THEY ARE TORQUE TO YIELDS, THEY NEED TO BE REPLACED. OTHER WISE, IF THEY ARE STILL IN GOOD CONDITION. YOU CAN REUSE THEM.
