Its that carb you installed.
It's fuel injected and carbureted. Your choke pull-off either isn't working or the choke valve isn't adjusted properly. This happens all the time during the middle of the winter on 0 degree days.
You don't mention a critical part of the setup: how is the fuel pressure controlled? Carbs use a few psi to fill the float bowl while multi-port fuel injection uses tens of psi to operate the injectors. If you don't tame the fuel pressure somehow it will just pump gasoline through the carburetor.
I can't imagine why anybody would replace fuel injection with a carburetor. Big hit in performance, fuel economy, and reliability.
the mechanical fuel pump has a hole in the diaphragm and the gas and oil is mixing !
