No, you cannot do it without removing the transmission. An automatic transmission will forever be an automatic transmission. There will never be a shift linkage or even the same kind of gears. There will never be a clutch, thus no clutch pedal.
Now, you can do it for significantly less than $3,000, IF you are mechanically inclined and have access to U-Pull-It type of junkyards nearby.
In fact, you could do it with a new flywheel, new axles, and a new clutch for under $1000 if you plan it right. BUT it wouldn't be easy and your car would be down for several days while you do the swap.
If you paid someone to do it, double the cost.
But frankly, if you're paying someone to do it, you would be better off finding the same year car but with a manual transmission...even better, if you're that adamant about performance...sell the Accord and get a real performance car.
Cheep? Cheep? Is this a new invented word? You are not in an intelligent place. Ask locally as to car issues. And, please, learn to write correctly. Cheap is the term. If you wish for a vehicle with a manual transmission, buy a car with a manual transmission. End of story.
it would not be cheap and would cost as much as your car is worth
The questions some people ask just make me laugh out loud!
By far the cheapest way: sell the automatic and buy a car with a manual.
LOL not unless you are Harry Potter dude.
You would need a NEW "manual" transmission and NO, it would not be cheap, that would be a silly teenaged dream. Then the labor to change over everything, so no, not in the real world.
It is impossible for it to be cheap

Is it possible to change my 2000 honda accord v6 automatic into a manual? Can I do this relatively cheep, and without installing a new transmition?
