Do you know why body shops won't give quotes when you show them just pictures? Because a 2-dimensional picture will not show the full extent of the damage. Also, since it is the plastic bumper specifically in your picture, no one can see underneath that bumper to see what the impact absorber and re-bar look like.
In other words, the only way to know for sure how much it will cost is to go to a collision/body shop and ask for an estimate after a professional appraiser takes a look at the damage.
