Contact a water service company that you want to use and call them

If you've recently bought the place and the previous owner had it shut off, that would explain part of it. The other possibility might be that you need to learn from the water company what you need to do, ie. pay outstanding bill. In other words there's more than one possibility here - start with the obvious.
Call your water service provider . . .
no water in the house than the city/town you live in will need to turn it on from the street. or check to see if the knob is off at the meter in the house in the basement
