In the UK, you should switch on your fog lamps any time vision is less than 100m, and they would not cause annoyance to any other road users.

This means, if you can see more than 100m don't use them, or if there is a car close behind you don't use them (if you can see the actual car, not just its lights, then its driver can see your car so you don't need your fog lights). See the Highway Code, rules 226, 235 and 236.

On most VW group cars, the fog lights are activated by pulling the main light switch out. If you have front fog lamps, they come on at the first click out and the rear fog lamps at the second click. If you don't have front fog lamps, then there is only one "out" position.

The switch must be in the side light or head light on position before you can pull out for the front fog lights, and in the head light on position before you can pull out to the rear fog lamp on position.

It will automatically pop back in, turning the fog lamps off, when you turn the headlights and side lights off.

Fog lights should only work when your normal headlights are on dipped beam. Most cars will only have rear fog lights. Some cars they are to the right of the steering wheel. Normally with the Headlight leveling, Instrument light adjust and if there is one rocker switch it would be rear fog lights, If there are two most often this is rear and front fog light.

The guideline is if visibility is less than, or likely to be less than, 100 metres. The fog lamp switch is usually on the same stalk as the ordinary lights, but a little further in towards the steering column. They only work when the ignition is on. Make sure the rears are NOT on at night as this causes dazzling and is also an offence.

On VW you turn on your parking lights/dimmed lights and then pull the same switch. This switches rear fog light (only one, located on the off side) and lights up yellow indicator on a dashboard

It is illegal to use front or rear fog lights if the visability is more than 100 metres. Fog has to be very heavy to be likre that.
