Lock to lock is NOT the recommended procedure. Need to use a vacuum pump and cap on the reservoir. That's the only way to bleed it.
Did you turn the steering wheel fully lock-to-lock, several times?
you need to push the air out, best way.....disconnect the ignition coil, so the engine doesn't start. have someone crank the engine while you monitor and top off the p/s filed. it will bleed any air and fill the system. don't over fill or it will make a big mess.
maybe you have a bad pump.
