I've seen mufflers ghetto patched with metal cut from soda cans and held in place with bailing wire.
Safety issue.
If exhaust gasses are leaking out of the muffler under the car they can be sucked back inside, and you get poisoned by the carbon monoxide. Even a non lethat dose will tend to put you to sleep behind the wheel.
You can get some Muffler tape at the auto parts store and wrap the muffler where the holes are, If possible.
A leaking muffler will hurt the engine BUT be careful that the leaking exhaust gasses do not get back inside the car.
Depends how long you want to live for as the gasses will be drawn into the car. You need to take public transport or get it sorted.
Just put Harley stickers on it and the cops won't care how much noise it makes........noises cover-up the sounds of their snouts in the public trough stuffing themselves with donuts.
