NO. Tires, be they summer or winter do not affect the brake system as they are entirely 2 different things. Tire hum is a possible noise if driving on dry pavement. That is due to the rougher more open tread pattern in the snow tire. Had you mentioned the type of noise we would be able to narrow it down for you for yeah we are that good. But you got to tell us what you hear cause my ears are probably thousands of miles away. Same applies to "I feel my brakes do not work well" which begs to ask...is there ice and snow on the road...then yeah that would be the case for snow tires help you move better through those conditions than bald summer tires. Put the summers back on and I bet you can't get out of your driveway. You "HAVE TO" drive slower in the winter. So leave earlier. Or you will end up in the hospital or the morgue.

New tires have NO effect on the brake system. The noise may be due to a different tread pattern on the tires. The brake pedal should not make any noise. If the pedal pulses, it could be that you have warped rotors. If the brakes make noise when you push on the brake pedal, the rotors are probably dirty or wet.

Winter tyres create more drag due to deeper tread pattern and firmer construction,so you may feel that the brakes are being lightly applied, plus tyre road noise will be greater from winter tyres.The brakes themselves are not affected, even though braking performance may be.

Snow tires have a deep tread that makes more noise and can cause a soft stop on dry pavement. Be aware of this while you are driving. You may need to check your tire inflation and it would not hurt to have your brakes looked at by a professional.

yes snow tires do cause squealing in the brakes as well as low radio frequency ,my experience is that if you put snow tires on it will make your car faster thereby causing a sensation of perpetual motion
