New tires have NO effect on the brake system. The noise may be due to a different tread pattern on the tires. The brake pedal should not make any noise. If the pedal pulses, it could be that you have warped rotors. If the brakes make noise when you push on the brake pedal, the rotors are probably dirty or wet.
Winter tyres create more drag due to deeper tread pattern and firmer construction,so you may feel that the brakes are being lightly applied, plus tyre road noise will be greater from winter tyres.The brakes themselves are not affected, even though braking performance may be.

yes snow tires do cause squealing in the brakes as well as low radio frequency ,my experience is that if you put snow tires on it will make your car faster thereby causing a sensation of perpetual motion
