If it doesn't want to shut down or turn off the computer, hold the power button until it turns off.
HI does it give you any instructions ?? sometimes a computer well not shut off if it is uploading upgrades until it is finished uploading. but it should tell you NOT to shut down OR it well say computer well shut down when done with upgrades.

If normal ways doesn't work . . then long press the shut down button on the CPU.
you have to listen to darude sandstorm
unplug it.....
