I replaced my filter with a high flow, and am about to build an actual intake out of piping that will stick out above my roll bar. Is this a good idea?

No, it will only increase restriction. You don't have any hood holding in hot air to get away from.

The reason they are called Cold Air Intake is because the air intake is outside the engine compartment, which is hot. Heat is not trapped inside the GoKart's engine compartment, so you get no benefits from doing it.

I think he is going for the high speed "Ram Air" effect.

The engine will overheat if you pull the air shroud off of it, the flywheel fan needs the shroud to push air through the cylinder head for cooling it.
