Not enough fuel being fed, unless the choke pulls a vacuum to allow some to be drawn in. Idle adjustment screw(s)?

An issue with Tecumseh 8-11 hp engines with a fixed air mixture screw is a small air bleed screw on the side of the carb which can get sooted up and restrict low speed airflow and cause surging or choke issues....remove the screw and clean out the small passages in it with a fine wire or needle....see videos below on how to remove/clean...try this first before any mixture adjustments or carb cleaning if your engine is so equipped although they may need to be done as well.



It's not getting enough fuel. Either the fuel filter is partially plugged, or may have water in the gas.

dirt in the carb, take off and clean with compressed air and carb spray

dirt restricts fuel making the mix too lean, choking it enriches the mixture so it runs better
