yes tyres do not stretch that way . inside a tyre is steel ringlets covered by rubber .
so if your rims are bigger or smaller your tyres need to be to bigger or smaller
for example say i wanted to change my motorbike tyre and it was a 160/70/17 tyre
160 would be the width of the tyre
70 would be the tyres side wall size
17 would by the inner diameter or rim size
now i could fit a lower side wall size and perhaps a wider or slightly less wider width
for example 150/60/17
but the rim size has to be what it is
Of course you will, unless you have magic tires or know harry Potter you will need to buy the correct sized tires.
Yeah - and not only tire bead diameter to match the tires - but the width bead-to-bead must be compatible with the rim width.
It's gonna cost you a lot of money to change both. . . . or you could check a tire size reference guide and buy tires that fit your current rims, but are "taller".
