It is true, it depends upon traffic rules in your area. You should on the whole headlight system when it is cloudy, rainy, snowy, foggy, and a half hour before dusk and half hour after sunrise. I have seen from other drivers. Don't on headlight in day because some vehicles just have the headlights on either at half brightness or full brightness. So, I suggest you that if rain is coming then you should on the focus light. It is the right thing to use headlight in the rain, if you will not use car light then it is dangerous for you.

Remember that the purpose of headlights is to see & be seen. A gray or silver vehicle can camouflage with the pavement when its very cloudy.

Some states have that as a law, but not many... There is no federal law on it. But, I always do, just as an extra bit of insurance....
