Do you not know to search online for traffic laws in your state? However, no matter what, I always have the lights ON when the engine is running. Always ON is my standard. In Florida, New York, Ohio and others it is required to have the headlights burning with the use of the windshield wipers. Do you know where you live?
It depends on the MV laws in your area. I make it a point to have the whole headlight system on when it is cloudy, rainy, showy, foggy, and a half hour before dusk and half hour after sunrise. I want to make sure that I am seen by other drivers and pedestrians.
Don't just have the daytime running lights on because some vehicles just have the headlights on either at half brightness or full brightness without having the rear lighting system lit.
Most state laws require that your headlights are on if it is raining hard enough that you have to turn on your wipers.I drive with my headlights on REGARDLESS.It makes you more visible to other drivers near you.It's a safety thing!
You should as rain restricts your vision. Headlights are the first thing you see(if they are on) Besides with newer cars you always have the lights on(designed by the manufacturers to be on)

Remember that the purpose of headlights is to see & be seen. A gray or silver vehicle can camouflage with the pavement when its very cloudy.

Some states have that as a law, but not many... There is no federal law on it. But, I always do, just as an extra bit of insurance....
