Air temperature affects how much air can be crammed into a cylinder. Hot air decreases how much will fit in a cylinder. The manufacturers figured this out long ago, and actually started implementing it across the board in the 1980's. If you can't look under the hood and figure out that GM already did this to your car, you have no idea what you are doing.
Additionally, as near-universal as a theory can be in the automotive world, every 10* less of air temp into the engine results in a 1HP gain. 10HP would be a massive difference, and is laughably impossible. Save your money for gas.
Cold air intakes will add performance, torque, and gas mileage to your car as well as throttle response. It will add about 10 horsepower and about 5 torque. It will add 0.5-2.5 mpg to your car and will increase response when you step on the throttle not to mention the sound and look awesome. Well worth the money if you're upgrading, believe me.
Cold Air Intakes produce an increase of about 1hp, sure they sound like they are doing something, but not really. Its more of a "sound" upgrade
Save that little money for having a good night out with your girl. Any CAI or BOV is a waste of your hard earned cocos. They do nothing but a loud mouth. I've wasted my money when I was young for gaining about 0.001 HP transferred to the drive wheels for things like them. Look at these videos:

Again, save your money for there is horsepower increased by the intake or the exhaust systemin a car. Only a performance car with over 300 horsepower can benefit this. I have one on my vehicle and the only difference I can tell is when I really step on it and it roars at that time.
