You'll have to remove the clearcoat and then re-apply two thin coats. It's a lot of work.
You can wash it with a gentle soap by hand but waxing it would just be a waste of money. I recommend not going to the car wash, it may be harsh on the flaking clear coat and could tear off more of the finish. I am really sorry but the only way to repair this problem is by repainting...

The clear coat on my car is peeling off of the hood roof and drunk. If I take it to the car wash and wax it would it look a little more decent? I know it isn't gonna fix the problem, but will it at least look better.?
