Brakes are unsafe for 3 reasons.
gas cap is a lawbreaker. and the OBDII could have been in LOS or eqiv.
So where did the car end up? bumped into something?
I can already say clearly you need to call AAA or equiv.
Your car needs a list, to pass a safety. You need a tech if you are going to set that cable, that is, once you verify it.
You could find the battery is not properly connected.
This means an unqualified person or persons have been tampering with it.
Dont go back on the road till you can pass a basic safety. my little girls are out there for Christ's sake.
I agree with Danny that the shifter cable may be broken. I would definitely take this vehicle to either a trusted mechanic or you local authorized Dodge Service Department to have it checked out.

your car is illegal , as a result your insurance is invalid and if you kill someone with a car in that condition you will be charged with murder or culpable homicide get it all fixed ASAP
do yourself a favor and sent that piece of crap to the junk yard so it can be turned into something more use full.
I need some advice. I was driving to Wendy’s to get some food. I drove back home and parked the car. When I turned off the car and opened the door, the car began to move back. I pressed the petal but nothing it kept going. I then TURNED ON the car and it WONT TURN ON. The car doesn’t even make a sound when I turn the key to turn on the car.
In conclusion the car won’t start and the car won’t stop moving even though the car is off. Any ideas?
Things I checked for:
Battery: all electronics work
-the shift gear is in park and emergency brake stick in proper position
-all fuses are intact
-the front brakes rotors and pads have been replaced but not the back.
Minor problems I have had for months:
- No gas cap just a rag (engine light is on from it)
- The emergency brake is broken when I pull up it won’t brake (never affected the car)
- Though the car and brakes always functioned, once in a while the word BRAKE in red
In the instrument cluster will turn on as a warning then it turns off quickly.
