I think you mean it ticks like a blinker is on, which is typical of anti-theft systems. Without make, model, and year we are completely in the dark.
To me, honestly, just sounds like a battery problem.

just clicks could be the battery, battery terminals dirty and not making good contact or the solenoid on the starter could be stuck !
